On November 28, 2011, convicted murderer Harlow R. Cuadra filed a 'Petition for Review" with the Commonwealth Court of Pennsylvania. It would appear that Harlow is representing himself during this request, and I'll try to update this story as soon as possible, to answer what it is that needs to be "reviewed" by the appellate court.
01/08/2012: Just a quick update on the appeal Harlow filed... appears to be nothing more than an appeal on a grievance that he had filed (Grievance DC-ADM-804). Not sure what the original grievance was, but they certainly do have plenty of time to complain about anything they want

Something tells me that Harlow's asking for the chance at parole... but I don't want to state that as fact until I can find out more information.
ReplyDeleteThe request for possible parole would seem to be the only logical aim of the action. It would seem that the chance of sucess is virtually nil.
